Description
Oswald Cobblepot is The Penguin. One of the most notorious Super Criminals to call Gotham City home; he was imprisoned in Arkham City. Taking control of the old Gotham Museum, he has recreated his Iceberg Lounge and is rebuilding his empire. Engaged in a bitter turf war with Two Face and the Joker; he now has to deal with interference from the Batman.
The Penguin and his thugs are a great starting point to get into the world of Arkham City.
